15th Colloquium on Asphalt and Bitumen - Overview and Conclusions

  

Behind us it is the largest international meeting on the construction and maintenance of roads in Slovenia, the 15th Colloquium on Asphalt and Bitumen, organized by the Slovenian Asphalt Pavement Association - ZAS in the period between 26th and 27th November 2015 in Bled.

We had an ambitious goal to overcome, or at least to repeat the previous 14th Colloquium on Asphalt and Bitumen (KAB). The figures, which you can see in the comparison table, in particular the satisfaction of participants, convinced us that we have managed to organise the meeting, which met all the expectations of both the organizers and also domestic and international audience. In most cases we have exceeded the previouc Colloquium, and the atmosphere provided was great.

 

Colloquium on Asphalt and Bitumen Congress has the character of Slovenian asphalt industry. Therefore, the respective conclusions will guide our work in the next two years. Great desire of the asphalt branch is that these conclusions apply to all who are in any way related to asphalt business. Above all, we have in mind subscribers (there are a few hundred in Slovenia), performers and producers of asphalt, suppliers, engineering institutes and others. At the end, we all drive on the asphalt so it should be in the interest of an every one, that the asphalt surfaces are flat, safe and ecologically acceptable. For all of the above is what we in the Slovenian Asphalt Pavement Association's strive for. Below we present the course of 15th CAB and conclusions:

After greeting all domestic and foreign guests, students and retired members of ZAS he has at the jubilee 15th CAB highlighted the major challenge of Slovenia in the field of road maintenance, management and financing.The fact is that our state roads are neglected and poorly maintained, the motorway will, in case of insufficient investment due to very high traffic load, rapidly approach the same state. Such roads are traffic-threatening, enviromentally damaging (such as noise, protection of groundwater, ...), restoration of severely damaged road is economically expensive.

That are, both worldwide and in Slovenia, the biggest challenges for both the profession and politics. Therefore, we need solutions. Gold infrastructural investment rule, which was proposed a year ago and which includes proper planning, at least 5-year sliding plan and steady investment in individual transport sectors is part of the solution. We are pleased to be able to make our proposal win the support of professional organizations, as is shown by accepting in state institutions because it is included in the Operational Programme, should be adopted by the summer of 2016. However, without additional funds in the form of infrastructural cent this proposal will not be able to be established.

In addition to the needs that we have on road infrastructure contractors, engineers and designers are hungry for work. Despite the reduction in capacity and weakening the existing branch, experts do not have enough work and are much less well organized than in the past. We must get in shape and this is why we needed such and similar meetings to strengthen the activities and the development.

In recent years, we have been investing much less in roads, but in the following years this is changing. In 2016 there is over EUR 170 millionin EUR invested for maintenance and major repairs, in 2017 sometwhat more. The inter-ministerial coordination of the MZI proposal to provide additional funding in the form of infrastructure cents has begun. With these additional funds a sliding schedule could be introduced and will begin to catch the backlog that we have produced in recent years.

Of course, the petrol cent must receive support in a professional and especially political public. We are on the same bank, but every vote counts, to convince the opponents.

Therefore we can be optimists, on the other hand, high-quality and efficient work is expected from thevcontractors and others. He wished all the best to participants of the jubilee 15th Colloquium on Asphalt and Bitumen.

The number of students at the Faculty of Civil Engineering has terifyingly declined. Many graduates who have completed their schooling in Slovenia are scattered around the world. They are successful, which proves that we know how to produce a good pesonnel. Unfortunatley, we do not know how to employ them here and use their knowledge. Something must change, because roads need new projects and work. He urged responsible representatives of countries and professional institutions to finally move, prepare plans and realize them. The situation is simply untenable.

Colloquium on Asphalt and Bitumen, traditionally organized by the Slovenian Asphalt Pavement Associationis is unique in this part of Europe. Here are gathered the cream of European asphalt pavement proffesion, every two years, opening the current topics, expanding the mission of professional work of asphalt pavers.

EAPA is the Central European asphalt organization, uniting more than 30 regular and associate members. This gives it the power to appeal to the European institutions and policy in Brussels. All who are interested in the work of asphalt pavement associations were invited to a collaboration.

He congratulated ZAS for organizing such a high-quality meeting and invited the participants to the biggest event, E & E Congress, which will be between 1st and 3rd June 2016 in Prague.

 

 

Janez Fajfar, Mayor of Bled

Mayor  expressed gratitude that we are in Bled, as asphalt represents progress and development. Already in thirties when kings visited Bled and after the Second World War with the arrival of rulers always came new asphalt road. This, unfortunately, is no longer the case, although men of inportance still visit Bled. However, the time when Bled gets a new highway is nearing and that is their desire.

He welcomed asphalters and wished them a pleasant work.

5. Special Invited Lectures

We are extremely proud that we have managed to obtain the established lecturers who have thrilled audiences with their performances

 

  • - Juan Jose Poti described the situation in Spain, where after the crisis in 2008, during a certain period, there were no funds for maintenance and reconstruction of roads whose condition began to deteriorate rapidly. As at first politics did not respond they involved the public in describing the issues. This was enabled by the modern information resources, primarily Twitter, Facebook, ... thus their thopic become ours. Consequently, the politics realized that something must be changed.

 

  • -  Brian Wood and Grant Gabbard thanked the 10-member ZAS delegation for their visit to the United States this year. They are pleased to have returned the visit and presented two important topics of asphalt practices in the United States.
  • Warm asphalts is a technology that they have in 2007, when the US delegation went on a study tour to Europe, brought back to the United States. They discovered the benefits of this technology and started a mass use. So that was the last year for more than 10o million tonnes (total production in the US is 300 million tons) of asphalt mixtures produced by this technology (in Europe only a few%).
  • Recycling of asphalt mixtures in the US in the last decade to fully develop. They are used almost exclusively cold add rezkanca, which is in continuous production process is relatively simple. Soon it will have half of the production contained recycled asphalt in order to generate savings, which annually exceed 2 billion. USD.
  • Both the clerk thanked ZAS to establish cooperation. In addition to the technical advances of American asphalt pavement industry have also demonstrated the many attractions of the State of Kentucky.

Conclusions of the 15th Colloquium on Asphalt and Bitumen

 

Condition of the state roads in Slovenia is very worrying, as there is already 70% of the surfaces in poor and very poor condition. Even pavement on highways due to heavy traffic loads and limited investment are already tending to show increasing of the poor conditions. We do not notice that due to high speed, but taking action is needed before the occurrence of major damages. This is the most economically justified.

In order to reverse the trend the following is required:

  • - Acceptance of the National Programme for the construction and rebuilding of transport infrastructure
  • -    Adoption of the operational program, which must take into account the Golden infrastructure investment rule.
  • -    For this to be possible, it is necessary to adopt and implement the introduction of infrastructure cent.

The stated will allow the improvement of the situation on state roads and prevent the collapse of the pavement on highways. This will increase road safety and improve driving comfort for users.

Asphalt Industry will carry out their part of the tasks in the form of education, preparation of missing technical regulations and publication for the promotional activities that require flow of personnel in the entire chain of activities.

Asphalt is a construction product, which can be fully re-used in the new asphalt (100% recycling), and may also utilize the residual energy value. Due to limited raw material resources (natural aggregates, bitumen) using various production and paving techniques we encourage re-use of asphalt and the use of alternative materials (eg. black slag, rubber, ...). All of the above applies only when an established condition ensures at least the same product quality and d the burden on the environment is not increased.

Data on bitumen quality as a key input resorce for optimum quality asphalt show decreasing. In the international environment this issue was answered with new standards (in 2016 for paving bitumen and in 2017 for the PmB),on the domestic market it is necessary to extend the currently valid minimal amount of investigation for both, terms for test methods, as well as the frequency of quality control. It is necessary to take into account the experience and results of the old investigation methods and introduce modern ones, to the conditions of use of the finished product-oriented investigation. 

Warm asphalt is becoming reality in our practice. After a period of testing and the use of different methods of lowering the temperature of asphalt production, the market enforced temperature reduction method with the foamed bitumen procedure (addition of water). Main manufacturers of asphalt production equipment have developed procedures and devices which are serially installed in asphalt plants. Expected increase in production of warm asphalt, mainly due to the comprehensive benefits provided by this technology allows, ie a healthier environment for workers in the asphalt industry, the reduction of greenhouse gas emissions, reducing energy consumption. The latter with consistently applying this technology also means a reduction of total production cost. In some countries (notably the US, where this production has already exceeded 30% of total production), the systematic approach to the application of hot asphalt. Unfortunately, in Europe, where this technology was developed, do not follow the US, although it invests a lot of effort (Norway, France, Czech Republic, ...)

Planning and execution of asphalt pavements is necessary to approximate guidelines for sustainable construction. It is necessary to consider all aspects of sustainability (long-term price LCCA analysis, environmental impact assessment LCA, etc.). It is proposed to produce appropriate technical guidance, which will be the foundation for the introduction of optimal processes and materials used in practice. It is also necessary to redefine the planned period of design in new construction and renovation so that it will enable the competitiveness of the entire spectrum of useful technologies. In addition to the  technologies mentioned above we should finally start with the design of quieter asphalt mixtures, those can without significant price increases enable a substantial improvement in the noise burden. Industry is ready for this step.

That knowledge and technical guidelines should be introduced into legislation on green public procurement and thus set new standards and establishing new practices in the field of design, construction and particularly road maintenance. The enforcement of the new Public Procurement Act (PPA-3) is required to produce adequate professional guidance, which will prevent the tender of contracts solely  based on the lowest price.

For the future of asphalt and asphalt industry it is very important to have a positive opinion of the general public and the positive image of the profession among the people. This could be positive only if we succeed in improving public understanding of the actual situation in our industry. There is no or not enough emphasis on the positive aspects and effects, which the asphalt brings. We must be aware that the asphalt as the most used material in an urban environment, enables easyer communication between people, less dust, smooth driving, lower fuel consumption, reduces noise, etc. It is essential that communication and exchange of information runs at all levels and among all participants. Asphalt roads are built in order to serve users and we want to make the public well-informed and that the asphalt continues to be optimal choice for today and tomorrow. For better communication there are  modern communication tools available such as. Linkedin, Facebook and Twitter. The 15th CAB has recorded 290,364 's "tweets".
